Beijing issues outbound auto-competition guidance — quality over volume

MOFCOM, MIIT and SAMR published the Automotive Industry Overseas Competition and Compliance Construction Guidelines (letter 451, dated 24 Aug 2026; public 1 Sep). Four chapters, 20 articles: overseas pricing, dealer management, after-sales, data, IP, antitrust. Advisory, not a new tariff.

On 1 September 2026 China’s Ministry of Commerce, MIIT and the State Administration for Market Regulation published the Automotive Industry Overseas Competition and Compliance Construction Guidelines (MOFCOM cooperation letter 〔2026〕451, dated 24 August 2026).

The text has four chapters and 20 articles. The cooperation-department readout: it is a general reference for Chinese auto firms operating abroad — overseas pricing, dealer management, promotions, plus safety, quality/after-sales, labour, data security, IP, antitrust and green-carbon rules. Article 19 says firms must still follow host-country law; this is not a substitute for a destination-market certificate.

Trade desks in Central Asia should read it as a head-office compliance push after three months of million-unit export prints — not as a change to Kazakhstan VAT or Uzbekistan certification.

Desk takeaway: if a counterpart cites “Beijing banned cheap exports”, ask for the article. The document is guidance, not a customs notice.
